Acn: agreement signed, now let's get ready for the change convention. Scotti: today's signature brings together the past and the future

E’ stato firmato oggi l’Accordo tra la SISAC e i sindacati della medicina generale. In arrivo la risposta alle aspettative “passate” di professionisti che erano fermi economicamente da 8 anni, ovvero gli arretrati economici per tutti i settori: medici di famiglia, di continuità assistenziale, di emergenza sanitaria territoriale e dei servizi territoriali. Ma arrivano anche sul normativo le prime importanti risposte per il “futuro” della medicina generale:
“E’ un punto di partenza di grande valore per il dichiarato impegno a sostegno dell’evoluzione della medicina generale che, nel rispetto e nella continuità della sua tradizione e della sua peculiarità, è riconosciuta come soggetto di riferimento per rispondere alle richieste di salute dei cittadini italiani garantendo la sostenibilità del SSN”. E’ il commento del segretario nazionale della FIMMG Silvestro Scotti. “È stato un gioco di squadra tra ministero, regioni e sindacato – prosegue Scotti – che ha consentito di prevedere particolari tutele per le colleghe in gravidanza e per i giovani che acquisiscono il titolo di formazione specifica. Si è previsto inoltre che le attività di continuità assistenziale vengano svolte in sedi idonee a garantire la sicurezza soprattutto delle colleghe, cominciando a mantenere così una promessa che ci eravamo fatti al nostro ultimo Congresso.

ACN 2018: Security, Access and Maternity.
FIMMG Continuity of Care expresses satisfaction for the signature of the ACN which achieves objectives on which it has been working for years, starting from the declaration in the minutes on the safety of the Doctors of Continuity of Care.
In fact, the Local Health Authorities are committed to identifying only suitable and safe locations for outpatient activities with free access for citizens.
The Regions also undertake to define the opening hours of the clinics only during the day and in the evening, considering that the 70% of assaults takes place at night, in any case keeping the service active during the night with telephone counseling and home visits.
This is a first concrete and effective step in dealing with the safety emergency which we will monitor with extreme commitment so that the managers of the Healthcare Companies implement the provisions of the ACN in the shortest possible time throughout the country.
Finally, the long-awaited solutions to the problems that women doctors of Continuity of Care, i.e. the most represented group of doctors in the sector, have to face in the event of maternity have been achieved: from the possibility of being included in the regional rankings as soon as they have obtained their general medicine title, absorbing the current delay of a year and a half, to safeguard the score for the regional ranking in the event of suspension for maternity leave.
Measures that we do not consider exhaustive, but a first sign of attention and a first milestone achieved for an increasingly female category.
The Continuity of Care system is strengthened, thanks to the new possibilities for acquiring permanent positions and the priority for replacements for those who attend the three-year period of specific training; in fact, those who have invested in general medicine are valued, thus stabilizing the sector thanks to doctors who, having made a precise vocational choice, will move more easily and quickly from temporary positions to those of full ownership.
Today's signature is an important one: a signature that we consider the beginning of a journey that lays the foundations for a contractual renewal in which the great challenges of chronicity, prevention and initiative medicine will involve, equally, all the Doctors of General medicine.

PINA ONOTRI, SMI: “INACCEPTABLE AND CONFUSED SISAC POSITIONS ON: ROLE OF DOCTORS IN NATIONAL HEALTH PLANS, SUCH AS CHRONICITY; ON THE RIGHT TO STRIKE AND THE CRITERIA FOR ASSIGNING TEMPORARY POSITIONS"
29 marzo – Oggi si è tenuto il previsto incontro tra i sindacati medici e la controparte pubblica, la Sisac.
Present for the SMI were the general secretary, Pina Onotri, the national leaders, Enzo Scafuro (resp. Convenzionate), Alfredo Granito (continuity of care), Nicola Marini (118), Floriana Riddei (medicine of services).
At the end of the meeting, the general secretary, Pina Onotri, contested the text presented by Sisac, because "behind the screen of a due act, the recognition of arrears, important regulatory aspects change".
“Intanto – spiega Onotri – si definisce in senso punitivo e confuso il ruolo dei medici, rispetto ai piani nazionali sulla cronicità, i vaccini, e il governo delle liste di attesa. Inaccettabile.

Roma, 29 marzo 2018 (comunicato stampa) – E’ stata sottoscritta in data odierna tra la SISAC e le Organizzazioni Sindacali rappresentative a livello nazionale, il nuovo Accordo collettivo nazionale per la disciplina dei rapporti con i medici di medicina generale.
L’accordo, in ottemperanza al mandato conferito dal Comitato di Settore Regioni-Sanità, ha provveduto a definire alcune priorità che richiedevano una soluzione negoziale particolarmente tempestiva in attesa di completare l’intero ACN del triennio 2016-2018. Il Comitato di settore ha mantenuto alta l’attenzione al buon esito delle trattative in tutte le fasi negoziali, rispondendo anche a diverse esigenze rappresentate dalla commissione Salute della Conferenza delle Regioni e delle Province autonome.
Tali priorità attengono in particolare alla necessità di integrare i riferimenti agli obiettivi prioritari di politica sanitaria nazionale (piano nazionale della cronicità, piano nazionale prevenzione vaccinale, accesso improprio al pronto soccorso, governo delle liste d’attesa ed appropriatezza), ad affrontare la problematica del ricambio generazionale anche attraverso un adeguamento delle procedure di accesso agli incarichi, ad innovare la regolamentazione del diritto di sciopero in ottemperanza alla normativa di riferimento per i servizi pubblici essenziali.
