Veneto. Zaia signs new ordinance. For ISF activities as per guidelines

Luca Zaia has signed the new ordinance for the management of the Coronavirus emergency.

THE TEXT

– A) PERFORMANCE OF ECONOMIC AND SOCIAL ACTIVITIES

The following activities are authorized in compliance with the provisions ofannex 9 of DPCM 10.13.2020, except as specified below: a) catering; b) tourist activities (bathing establishments and beaches); c) accommodation activities; d) personal services (hairstylists, beauticians and tattoo artists); e) retail trade; f) retail trade in public areas (markets and hobby markets); g) offices open to the public; h) swimming pools; i) gyms; j) maintenance of green areas; k) museums, archives and libraries; l) outdoor physical activity; m) rental of vehicles and other equipment; n) drug sales representatives;


o) children's play areas; p) cultural and recreational clubs; q) vocational training; r) cinema and live shows; s) theme and amusement parks; t) local festivals and fairs; u) spa facilities and wellness centres; v) mountain professions (alpine guides and ski instructors) and tourist guides; w) congresses and major trade fairs; x) slot halls, games halls, bingo halls and betting halls.

The shows open to the public in theaters, concert halls, cinemas and other indoor spaces take place, in compliance with the "Cinema and live performances" tab of the aforementioned guidelines set out in Annex 9 of the DPCM 10.13.2020 , in the presence of spectators within the maximum limit allowed by the size of the space itself, in such a way as to ensure the interpersonal distancing of spectators of at least one meter in each direction and provided that it is possible to place them on pre-assigned and traceable seats, with exclusion of standing presence, and in any case not beyond the maximum limit of 700 spectators. The limit of 1000 spectators and the related performance conditions established by the DPCM 10.13.2020 for outdoor shows remain confirmed.

The events and competitions of any level concerning individual and team sports, recognized by the Italian National Olympic Committee (CONI), excluding the competitions and activities of contact sports prohibited on the basis of art. 1, paragraph 6, lett. g), DPCM 10.13.2020 and the decree of the Minister of Sport of 13 October 2020, take place in the presence of the public with a maximum percentage of filling of the sports facility of 15% with respect to the total authorized capacity and in any case no more than the maximum number of 1000 spectators for outdoor sporting events, and, for non-outdoor sporting events and competitions, within the limits of the 15% of the authorized facility capacity and in any case no more than the maximum number of 700 spectators spaced out for at least one meter in every direction, subject to compliance with the guidelines set out in Annex 1) of this ordinance. The presence of spectators is subject to the possibility of placing them on pre-assigned and traceable seats, with the exclusion of standing presence.

The above provisions relating to shows and sporting events are effective until 2 November 2020.

– B) MEASURES FOR RETURNING TO SCHOOL FOLLOWING ILLNESS

The return to school of pupils or operators following absence due to illness takes place in compliance with the ministerial circular of the Ministry of Health n. 30847 of 24.9.2020 as well as any specific provisions of the Food Safety, Veterinary Prevention Directorate which are published on the website of the Veneto Region and which prevail over other state provisions.

– C) Measures concerning general practitioners and free-choice paediatricians: 1) The Local Health Units make rapid antigen tests available to General Practitioners and Free-Choice Pediatricians through the Local Health Authority, according to indications defined in company level on collection/delivery methods; 2) the Local Health Units guarantee an initial availability of 50 rapid antigen tests for each General Practitioner/Paediatrician of Free Choice, updating subsequent availability in relation to the number of patients in charge and the evolution of the epidemiological picture; 3) General Practitioners and Paediatricians of Free Choice will be able to use the tests in question at their discretion, during outpatient or home activities, in favor of the assisted population; it will be the responsibility of the ULSS Company to adequately inform the population about the GPs who offer the service; 4) The Ulss Companies make rapid antigen tests on nasopharyngeal swabs available to the Continuity of Care offices, for use at the discretion of the Continuity of Care Doctor; 5) In case of a positive result, this must be confirmed with the molecular biology test. In case of confirmation, the attending physician communicates the outcome to the patient and informs the interested party of the need to respect the fiduciary home isolation measure. The Doctor consequently records the positive outcome in the information system, notifies the Hygiene and Public Health Service for the confirmation swab and for the consequent measures; 6) The provisions of the document "Laboratory tests for SARS-CoV-2 and their use in Public Health" subject to the favorable opinion of 16.10.2020 of the Conference of the Regions, which redefines the use of diagnostic tests (molecular swab /rapid) with reference to the different target groups of the population.

D) Access to social-healthcare residences: Access by visitors is permitted in compliance with the provisions of the management of each facility and subject to periodic testing of the visitor. The Prevention, Food Safety Department may adopt application circulars.

E) Final provisions: Without prejudice to the different deadline set in letter A), this ordinance takes effect from publication in the Official Bulletin of the Region until 13 November 2020. The provisions may be modified and revoked in full in the face of epidemiological and regulatory changes.

Behaviors compliant with the provisions of this ordinance and subsequent to the expiry of the previous regional ordinances are reserved.

For anything not regulated by this ordinance, the provisions of the law and of the Prime Ministerial Decree of 10.13.2020 apply.
