"Overcoming the traditional paternalistic approach and making citizens responsible for their rights, but also their duties, is our real challenge". This was stated in Verona by the health minister, Livia Turco, speaking at the symposium "Science, health, person", promoted by the Smithkline Foundation and by the national office of the CEI, the Italian episcopal conference, for the pastoral care of health. "We need a three-point enabling law to complement the budget law, with the aim of putting the citizen at the center of Italian healthcare, redefining the relationship between the health service and the university, strengthening the citizen's right to choose and pursuing the appropriateness of services and the attribution of offices linked to merit and competence and, finally, rethinking the clinical governance of healthcare also through a citizens' council with systems for measuring the quality of services and monitoring the satisfaction of citizens-patients".
