The spending review has arrived in the Deputies Chamber after last night's go-ahead, without amendments, by the Budget Committee. The text being examined by the Assembly is therefore the same one approved on Tuesday by the Senate (here is the maxi-amendment complete and the items of health interest).
02 AUG – The working day of the Montecitorio Assembly on the decree law 95/2012 on the subject of spending review started at 9.30. Approved on Tuesday by the Senate with a vote of confidence, the text passed the scrutiny of the House Budget Committee yesterday which, as expected, gave the go-ahead without amendments to the maxi-amendment presented by the Government.
The vote in the Montecitorio Hall is scheduled for next Monday. Also in this case, the Government is expected to raise the question of trust, as has already happened for the approval of the text in the Senate.
Here are the news for health at the final examination of the Chamber.
Medical cars
Cars were excluded from the cuts "for social and health services carried out to guarantee essential levels of assistance" (amendment to art. 5)
Irpef increase in Regions with a repayment plan
An amendment has also been approved which establishes that Regions with a health deficit will be able to increase the Irpef surtax as early as 2013, one year ahead of schedule. The Regions concerned are Lazio, Abruzzo, Molise, Campania, Sicily, Calabria, Piedmont and Puglia and will be able to bring forward the increase in the surtax, now set at 0.5%, up to 1.1% (andamendment to article 16).
And now here are all the innovations introduced by the maxi-amendment to art. 15, the one concerning "Urgent provisions for the balance of the health sector and government measures for pharmaceutical expenditure", of which you can download the complete text reconstructed by us with the changes in bold.
