The news passed on all the local media, is like a cold shower: ""Faster and cheaper health care for Conad Card holders. Users will be able to access the health services of the major private structures in the provinces of Forlì-Cesena, Ravenna and Rimini, "at advantageous prices and with waiting times not exceeding 7 working days".
The exclusivity on the provision of advantages for the holders of the CONAD CARD appear unacceptable because they legitimize a dangerous precedent by effectively creating citizens of series A and series B, for a public health service paid with the taxes of all taxpayers.
– The advantageous concessions on diagnostic, specialist and physiotherapy services appear to be against article 1 of the Italian Constitution which reads: “Italy is a democratic republic…” . There is nothing democratic about satisfying the health of Italians with double standards.
– The concessions, even if signed by a private individual for a group of citizens, appear to be against article 3 of the Constitution which reads: “All citizens have equal social dignity…”. There does not appear to be any equal social dignity when the State certifies the difference in treatment between citizens, on the basis of possession, or not, of a credit card that is used for shopping.
– The health advantages offered to card holders appear to be against article 32 of the Constitution which reads verbatim: “The Republic protects health as a fundamental right of the individual…” . Citizens without a Conad Card are not protected by the State in its fundamental exercise of the right to equal health for all, because these citizens are taxed more, and with the mockery of longer waits.
“In this we see an offense to the rights enshrined in the Constitution, the same Constitution offended in the past also by some regulations concerning generic drugs.
