"Relaunching the National Health Service": FNOMCeO appeal to all political forces
An appeal to all parties to include the strengthening of the National Health Service among the points of the electoral program.
“We had an ongoing discussion with the Government on the employment situation of doctors, on expenditure ceilings, on the shortage of personnel Rings explains. on all those reasons for malaise and discomfort that we have summarized as a "Medical issue" and which affect the quality of care, in the hospital and on the territory. According to the FNOMCeO, there are ten priorities that political alignments should put at the top of the agenda.
First, the shortage of specialist doctors and general practitioners, highlighted again yesterday by the Statistical Yearbook of the National Health Service referring to the year 2020 and published by the Ministry of Health.
To solve it, it is necessary to eliminate the expenditure ceiling for personnel, referring to 2004, and to double and increase the attractiveness of scholarships for specific training in general medicine. It is also necessary to maintain for the next few years, and systematize with a legal provision, the correspondence between the number of medical degrees and the places in the Schools of Specialization and in the Training Course for General Medicine. While waiting for the new professionals to be trained, it is necessary to recognize, at a regulatory level, the professional training and assistance activities of the trainees. With these precautions, it will be possible to set up a correct planning of the workforce, both for employees and contracted personnel, for the next ten years.
Then, the problem of health inequalities must be resolved once and for all. Between North and South, between Center and Periphery, even between Local Health Authority and Local Health Authority, on the same territory. To do this, resources are needed and reforms are needed. The National Operational Plan (Pon) on Health must be unblocked with the 625 million earmarked for healthcare in the South. The problem of waiting lists must be solved, with the increase in personnel, the management of chronic conditions in the area, the completion of hours for the full use of all the conventional professional resources of the National Health Service in the area, for example by increasing the number of hours of the agreed and accredited outpatient specialist.
It is necessary to envisage, for the medical personnel employed by the private sector, homogeneous and equivalent contractual agreements for the public sector, guaranteeing an adequate qualitative and quantitative endowment of personnel.
The National Health Fund should be implemented to improve the quality of care and to cover the higher costs due to the increase in the average age of the population and the increase in chronic diseases.
In conclusion, but a presupposition and at the same time a summary of all the other points, the recognition of the autonomy of the Professions and of the role of the professionals. A simplification of the bureaucratic procedures for the prescription of drugs is needed, such as the compilation of treatment plans, and of the authorization procedures for the practice of the profession. It is necessary to enhance the social role of the doctor also through regulatory provisions, to ensure greater incisiveness for the medical profession in the Governance of the National Health Service, to protect the medical act in telemedicine processes.

Il sindacato dei medici si sente escluso dalle elezioni: “È evidentemente caduto nel vuoto l’appello che la Federazione, un paio di settimane fa, aveva rivolto ai partiti e alle coalizioni: c’è amarezza, delusione e rabbia”.
