Car incentives. Already sold out and refinanced with the August decree, subject to availability

The bonus and discount plan developed by the Government comes at a time when the auto sector is trying to emerge from an extreme crisis (we are slowly seeing the first positive signs), from a disastrous situation caused by the lockdown for the global Coronavirus pandemic. The first slice of the bonus is already in the hands of Italian motorists, who last weekend used the web platform specially created by the Ministry for Economic Development to book their bonus. In few hours, the 20% of the total endowment it had already practically evaporated. The remaining 80% all terminated this week.

Those who want to buy a new low-emission car will be able to enjoy other bonuses, thanks to the decision of the Government of refinance the measure immediately, with the August Decree. There is therefore talk today of incentives available for 500 million euros70 million of these will be used to build new charging stations and thus encourage the purchase of new electric cars. With this new amount of money, it shouldn't be hard to make it through December 31st.

New funds, four bands: here are all the models of the ecobonus 2.0

The government has approved the expected refinancing of the car incentives that came into force on 1 August (which have expired in the meantime), rescheduling them in favor of hybrid vehicles and to the detriment of diesel and petrol ones. With the so-called August decree, ratified "subject to technical agreements", the council of ministers has allocated 25 billion euros to support the economy: of these, 490 million are reserved for the automotive industry, of which 400 for eco-bonuses and 90 for the installation of charging columns by professionals and businesses (private individuals have the deductions available as appropriate, under 50% provided for by the tax decree and under 110% by the relaunch decree).

Two new ranges: 61-90 and 91-110. The text of the provision is not yet available, but it should not deviate from the draft anticipated by Quattroruote which allocated, until 31 December 2020, 250 million to cars with CO2 emissions between 60 and 110 g/km. The novelty is the division of this band into two subgroups, from 61 to 90 g/km and from 91 to 110 g/km, for which 150 and 100 million respectively would be allocated. A figure, especially in the second situation, decidedly insufficient to satisfy the demand between now and the end of the year.

250 euros more for 61-90. The slight increase in the state contribution for cars with emissions from 61 to 90 g/km also seems to be confirmed, which would be recognized as 250 euros more than the provisions of the Relaunch decree: in the absence of scrapping, a contribution of 1,000 is therefore envisaged. euro from the State, to which are added the same amount guaranteed by the seller; with the scrapping of a car that is at least ten years old, however, the contributions rise respectively to 1,750 euros (State) and 2,000 euros (dealership).

Up to 2,000 euros more for electric cars. For the rest, the provision refinances, also for 2021, the old eco-bonus already in force since March 2019 for cars up to 60 g/km (in the two ranges 0-20 and 21-60 g/km) and improves it further, providing for an injection of 50 million for the so-called superecobonus: essentially, with scrapping, a further contribution of 2,000 thousand euros from the state and 2,000 from the dealer are guaranteed, which are halved in the absence of scrapping. But only until December 31, 2020.

Contribution scheme. Ultimately, barring surprises in extremis, the scheme of the "new" incentives, until 31 December, should be as follows.

– 0-20 g/km: 8,000 euros with scrapping (+2,000 euros of dealer contribution), 5,000 euros without scrapping (+1,000 euros of dealer contribution);

– 21-60 g/km: 4,500 euros with scrapping (+2,000 euros of dealer contribution), 2,500 euros without scrapping (+1,000 euros of dealer contribution);

– 61-90 g/km: 1,750 euros with scrapping (+2,000 euros of dealer contribution), 1,000 euros without scrapping (+1,000 euros of dealer contribution);

– 91-110 g/km: 1,500 euros with scrapping (+2,000 euros contribution from the dealer), 750 euros without scrapping (+1,000 contributions from the dealer).

There is a price limit. On the other hand, nothing changes for the price thresholds of the cars that will be able to benefit from the eco-bonus: 40 thousand euros (including accessories but net of VAT, excluding Ipt and putting on the road) for cars from 61 to 110 g/km ; 50,000 euros (including accessories but net of VAT, excluding Ipt and road clearance) for those from 0 to 60 g/km.

The reservation is valid. As always, access to the incentives is subject to the availability of funds (monitoring can be followed in real time on the Mise website): if the funds are available, the concessionaire will book the contribution on the portal and deduct it from the final turnkey price. hand of the car (the dealer's contribution, on the other hand, must be deducted from the taxable price). The state bonus will be reimbursed to the dealership by the House, which will recover it in the form of a tax credit. The only constraint is the registration of the car, which must take place within 180 days of purchase.

The rule will not be retroactive. All these innovations will not be retroactive and will enter into force only with the publication of the decree in the Official Gazette, which will probably happen at the beginning of next week: the contributions will therefore only apply to cars purchased subsequently. Until then, the current incentives, which came into force on 1 August, will remain valid.

Unrae: Wrong to refinance by bands. Satisfaction was expressed by the president of Unrae, Michele Crisci: "The government's attention to the automotive sector has been there and we are satisfied", explains the manager to Quattroruote. “It is a pity, however, that the rules have changed in the running and that the government has decided to refinance the scrapping fund in stages. The primary objectives of the initiative were to remove old polluting cars from circulation and a spark to restart the market”.
