The rule on the generic contained in the liberalization decree still causes discussion: while a question and answer is taking place between Farmindistria [look down] - could cause the closure of plants in Italy - and Assogenerici - frees up resources for innovation -, comes the request from Snami, one of the general medicine unions, for a meeting with pharmacies, on the subject of replaceability and stock management. «The indication» reads a note «is to reinforce the path in which the doctor is always the one to decide. In this sense, the non-replaceable wording should be used in the prescription whether it is a branded drug or a generic equivalent". But, continues Snami, «the system has too many flaws. We receive daily reports from all over Italy that many pharmacies do not have generic drugs that we indicate as non-replaceable". Hence the provocation – «That those who can do so throughout the national territory are authorized to sell so that they have sufficient stocks» – and the proposal for a meeting with the pharmacies. Farmindustria is also sticking to the pro-generic standard which, in an extraordinary meeting, requests its suppression or at least its modification: "The measure causes unjustifiable discrimination in favor of generics, causing the transfer of market shares from some companies to others, with production largely foreign, and will soon cause the forced transfer of production from Italy to other countries". From Farmindustria also comes the appeal to provide "urgently for stable conditions favorable to innovation". Words behind which the leader of Assogenerici sees "a veiled occupational blackmail": Farmindustria "describes the closure of the production plants as inevitable when the law passes", but the measure "limits itself to making the sense of the laws currently in force manifest". Instead, he agrees on the need to create a stable structure for the benefit of innovation, but it should be understood that "the first step towards stability is the freeing up of resources" thanks to the off-patent.

Farmindustria, cancel the rule on generics
Or substantial changes, otherwise forced to transfer productions
"Eliminate" the provision of the liberalization decree on the indication of the generic in the prescription or "substantially modify it, favoring greater information for the patient, but without forms of substitutive coercion towards doctors and pharmacists".
