The text is the one discussed by the Conference of the Regions and could undergo further changes before today's CDM examination where it is scheduled as a "Legislative measure" and not as a decree law. Cassati some articles and numerous variations in different points. The new draft.
04 SEP – A total of 18 articles, against 27 in the August 28 draft. This is how the document sent yesterday morning by the Ministry of Health to the Regions gathered to express their opinion on the Balduzzi decree presents itself. The document contains a new draft of the decree, however, concerning only the articles on which the Regions had raised objections and proposed amendments. In any case, the most important rules, even if modified, on primary care, intramoenia, professional liability, appointments of managers and doctors, clinical governance and drugs are confirmed.
On many other issues that had raised controversy, the new draft presents itself with profound changes and cancellations. Starting with the tax on carbonated drinks that disappears, replaced by an obligation for producers to guarantee that the product contains at least 20% of natural juice. And then on games where the distance limits of devices in the vicinity of schools disappear while strict limits are set for advertising.
Profound changes also to the rule that provides for the revision of the national pharmaceutical handbook and to that on the prices of generic drugs, while the rule on the national plan for non-self-sufficiency does not appear.
The rule on proximity distance for the opening of new pharmacies was then repealed.
The text, on which Balduzzi's technicians will work until the end, will arrive at the Council of Ministers convened for 15.45. It should be emphasized that the Palazzo Chigi press release speaks generically of "Legislative provision on health matters" and not of a decree law.
Here is the text of the new draft (warning: the text includes only the articles on which regional modification proposals had been presented).
