By December 2016, pharmacies in all Italian regions must have access to diagnostic examination and test reports available to citizens. This is what is indicated in the Agenda for simplification for the three-year period 2015-2017, approved on Monday by the Council of Ministers, on the proposal of the Minister for Simplification and Public Administration, Marianna Madia, which together with other actions, intends to «eliminate useless files and reduce costs and wasted time for millions of Italians».
This is one of the actions that the government intends to implement for the effective achievement of simplification objectives in welfare and health, one of the five sectors of intervention considered strategic for the country's development. The other actions planned for the three-year period are online access to reports (2016), elimination of duplication of health certificates for access to benefits for people with disabilities (2015), online or telephone booking of health services (December 2016), The Online Access of Diagnostic Imaging (2017). The other sectors in which the Agenda aims to intervene are taxation, construction, business and digital citizenship and for each of the five it identifies actions, responsibilities, deadlines with a logic of results: the success of the interventions will not be evaluated on the number of regulations introduced or eliminated, but on the effective reduction of costs and times.
Furthermore, control of the results is guaranteed, which will be made accessible online, ensuring the constant involvement of citizens and businesses in verifying implementation.
All the foreseen actions will be accompanied by an activity of measuring the times and burdens borne by citizens and businesses. Particular attention will be paid to the "perception" of the results, which will be verified through quantitative (sample surveys) and qualitative (interviews, focus groups) surveys.
