Parliamentary Day on 4 February 2021
Draghi goes up to Mattarella and accepts the assignment with reserve
Four priorities: winning the pandemic, completing the vaccination campaign, offering answers to citizens' problems and relaunching the country. A method: dialoguewith parties and social forces. And finally a tool, the firepower made available by Europe, to rebuild Italy from the rubble of the worst recession in its history. It's just after 1.30pm when Mario Draghi announces from the Quirinale that he has accepted the assignment, with reserve, powered by Sergio Mattarella to form a new government and in a few sentences he draws the manifesto for the executive which, if the go-ahead from the political forces arrives, could be born shortly. Draghi does not minimize but does not dramatize either, he uses relaxed tones, repeats the word 'trust' twice, shares the call to unity invoked by Mattarella. “The President of the Republic recalled the serious health crisis with its serious effects on people's lives, on the economy and on society. Emergency awareness requires top notch answers of the situation,” he said. The pandemic is still the enemy, the vaccination campaign is proceeding slowly, the economic crisis is tightening and the social one, without serious interventions, has already been announced. But "we have the extraordinary resources of the EU at our disposal, we have the opportunity to do a lot for our country with an attentive eye to the future of the younger generations and to the strengthening of social cohesion", continues the former Frankfurt number one who mixes realism and hope, respect for parties and social forces, attention to young people and social stability.
Then the appeal to the political forces: “With great respect I will first of all address the Parliament, an expression of the will of the people”, he says to the parties, divided, tried by weeks of poisons and having emerged even more weakened from a crisis with no outlet. “I am confident that since confrontation with the parties and the parliamentary groups and from dialogue with social forces the ability to give a responsible and positive response to the appeal of the President of the Republic emerges unity ”, reassures Draghi. After the Quirinale, as per practice, Draghi goes to Robert Fig and Elizabeth Casellati, Speakers of the House and Senate. Then, with a much less usual, indeed absolutely unique, gesture, the president in charge went to Palazzo Chigi to see his predecessor Joseph Conte, with whom he had an hour and a quarter face to face. Then again to Montecitorio to agree on the logistical details of the consultations. From today the former president of the ECB will start the meetings with political forces, starting in the early afternoon, to then return to the Quirinale, dissolve the reserve, swear and present himself to the Chambers to ask for confidence.
Draghi aims for a government by technicians but it is pressing for politicians
The program exists, dictated by the country's emergencies. The challenge is the revival of the economy and the exit from the pandemic e Mario Draghi he is convinced that he will find in Parliament the unity necessary to face them. From the President of the Republic Sergio Mattarella he had carte blanche and all the time necessary to form his government. But if there are those who hypothesize the oath already over the weekend, there are also those who do not rule out the need for two rounds of consultations to compose the difficult link between the parliamentary majority and the formation of the team of ministers. The former president of the ECB would have in mind a CDM composed of high profile technicians but the pressing of the parties of the former majority is very strong because it is technical-political, on the Ciampi model: only in this way, let the most dialogue pentastellati know who also hypothesize a direct entry of political leaders, the M5S could say yes. In the minutes he leaves the statement made at the Quirinale, which is already a political program, but nothing more, not a sideline, not a tweet. From consultations with the parties, which could be accompanied by talks with representatives of social parties, its majority will emerge. Certainly, they underline at the Quirinale, it will be Draghi's government, not Mattarella's: the President of the Republic, who with his decision to entrust the job immediately would have displaced everyone, did not dictate limits to him, did not indicate a perimeter . It will be the former governor and president of the ECB who will evaluate which formula will be able to give him a large and unitary majority.
A team of high profile technicians would be the choice capable of guaranteeing Draghi the widest autonomy and also, hypothetically, the widest support, if the League broke the delays and veered towards abstention. But the crux is the M5S, which has almost 300 parliamentarians: the condition that some big pentastellati consider essential to get them to turn on the vote of confidence, is a political government, with Draghi premier and political ministers inside. It is the scheme in which the Democratic Party also works: confirmations are assumed for names such as Dario Franceschini, Lorenzo Guerini, Francesco Boccia, and the dialogue part of Leu. One of the hypotheses is that the leaders enter, from the outgoing Conte to foreigners a Louis DiMaio, for the rest we are also talking about Andrew Orlando And Robert Hope. The contraindication is that the majority in Parliament would be the potential majority of the last Conte government (with the defection of a small part of the M5S) and at that point it is in fact difficult for him to even enter Come on Italy. The "Ursula majority" from Leu to Fi would be easier for the Azzurri if the politicians stayed out of the government, at least out of the boxes of ministers. A technical government, according to centre-right sources, could lead to a form of support (perhaps with abstention) also for the League, where the pressure of the dragons is strong as Giancarlo Giorgetti. Draghi will in any case be a heavy premier but a team of non-politicians would give him more freedom of maneuver and autonomy than the parties; they should certainly be entrusted to crucial ministries such as the Economy, where a trusted name of Draghi such as Daniel Franco, While Robert Gualtieri he could run for mayor of Rome. At Justice we speak of Martha Cartabia And Paula Severino, Inside could be confirmed Luciana Lamorgese.
The Democratic Party seeks unity in Draghi and relaunches the alliance with the M5S and Leu
To converge, for responsibility, on Mario Draghi but don't break the alliance with the 5 star movement And Leu. This is the game that the Democratic Party, having failed in the attempt to give life to the Count ter, intends to play. The line, inside the war room of the Nazarene is clear and begins to outline it Andrew Orlando: "the mistakes of the past" must be avoided, he says, referring to the technical government led by Mario Monti which cost the Dems dearly, "It is not enough to say there is Draghi, long live Draghi", he explains, rather "a convergence on the program" is needed and, in any case, it does not all depend on the Democratic Party, which in the Senate "weighs for the 11% ”. The decision will be made "also in relation to what the other political forces are doing", Nicola Zingaretti he says it clearly: with the appointment of Mario Draghi "a new phase opens", which can lead the country "out of uncertainty"; in any case, however, "we must not lose the strength and potential" of the "unitary heritage" built with M5SAnd Leu which represents "the only alternative" to the victory of the right.
Hence the decision to meet the allies, to seek possible convergence: it would not be easy for the Dems to say yes to a Draghi government if the M5S finally decided to vote against, especially if the golden share on the birth of the new executive had the centre-right and the votes of the League were decisive. After the meeting, in reality, the positions remain distant, even if Zingaretti registers the "positive willingness to want to keep an open unified political perspective”. Mediation is still ongoing and Dario Franceschini he spends himself in the first person: “I tell the friends of the Five Stars: be careful, in the face of even more serious problems, not to overturn the parties; be careful, in the face of a call like that of Mattarella and the willingness of a personality like Draghi not to produce a paradoxical outcome: the majority splits and the right is available out of a sense of responsibility”, he warns, saying he is convinced that the same Joseph Conte he will be "the first and most convinced supporter" of the prime minister in charge.
The M5S is attempting an anti-splitting maneuver: the Draghi government will have to be political
The leaders of the 5 Star Movement, on a crucial day not only for their position on the government Mario Draghi but also for their future, they try to close ranks at least until the consultations: "If we are united we are decisive", is the mantra that circulates among the pentastellati. But the atmosphere is very tense and, quietly, there is some discontent about the solitary choice of President Mattarella. The management of Vito Crimi of the negotiations for the Conte-ter is in the crosshairs and the political future of Joseph Conte it is a rebus that the Five Stars would like to solve now. The line of the outgoing premier remains a mystery for now, but the fate and position of the outgoing head of government, however, are in some way decisive, also because Beppe Grillo to some M5S ministers he would have reiterated the need for the Movement to be loyal to the man chosen for Palazzo Chigi. The people's advocate, who would also have had contacts with the Quirinale, will hardly speak until the conclusion of the consultations, untying the crux of his line; many say that there is a temptation to enter politics, but where and how? In the river assembly of the parliamentary groups of the M5S to prevail, for now, is the line of political government, the only one that can guarantee a fleeting compactness, in the name of which Crimi even evokes the vote on Rousseau.
The split is around the corner but, at the moment, it shouldn't bring very substantial numbers in favor of Draghi. From "Parole Guerriere" to the governors up, of course, to the "descamisados" led by Alessandro Di Battista, there is a red thread that aims, above all, to make one's numerical strength count in the Chambers. The rest, however, is shrouded in fog, starting with the very future of the Movement, on which leadership hangs the shadow of a dichotomy between Louis DiMaio it's the same Joseph Conte. The confusion grows if one thinks of the crossroads, hand in glove with the position on Draghi, which awaits the M5S: that of an organic alliance with Pd and Leu or that of running alone. The first option seems to prevail and the meeting of the leaders of the three parties of the former majority is welcomed with satisfaction among the pentastellati: "Let's forge an alliance and definitively exclude Matthew Renzi”, is the line that filters from various parliamentary sources of the Movement. But, if the Democratic Party supported Draghi and the M5S did not, it would not be easy to keep the coalition together; moreover, Alessandro Di Battista, inevitably, he would return to the pentastellato competition as a protagonist.
