About 72% of active pharmaceutical ingredient manufacturers supplying the United States are located overseas, with 13% of the total located in China, 18% in India and 26% in the European Union, according to congressional testimony by Janet Woodcock, director of the Center for Pharmaceutical Research and Evaluation at the FDA, the federal agency that regulates drugs and food.
