It is a long-awaited renewal: in order to present the trade union requests which are a prelude to the start of negotiations for the renewal of the national collective agreement for chemists, meetings are underway in companies throughout the country. The agreement affects the chemical and chemical-pharmaceutical sectors, but also those of chemical fibres, abrasives, lubricants and LPG.
"We have already held or are about to hold meetings in many companies in the sector such as Farmol, Siad, Lamberti, Sabo, Polynt, 3V Sigma, BCS, Covestro, Mc Bride and ACS Dobfar and many others" explained Piero Allieri, secretary general of the Filctem-Cgil of Bergamo, where almost 8 thousand workers are involved throughout the province. "For the July 5th we have already planned an Active of the Lombardy delegates in Milan, while for theJuly 11th the final launch of the platform and the establishment of the negotiating delegation are expected. Then, the July 12th, the presentation of the Platform will be held to Federchimica and Farmindustria with which the negotiations will begin".
The platform will address some issues considered priorities by the three trade unions: from that of industrial relations and participation, to those of work organization, training, the labor market, rights and protections and, again, health, safety, environment, welfare and, naturally, the issue of salary: the Platform requests a monthly increase of 95 euros on the Minimum Economic Treatment (MET) plus an additional 35 euros which complete the Overall Economic Treatment (TEC).

The procedure for defining the Platform for the renewal of the national employment contract is carried out at the following level: a)- Company and/or Territorial through the carrying out of specific unitary meetings, including inter-company ones, called by the Territorial Trade Union Secretariats; b)- at the national level the unified assembly of the National Bodies and of the company delegation of the RSU will take place.
The National Secretariats will define the number of members of the National Assembly of the bodies and delegates of the RSU and their subdivision by region. The amending or supplementary proposals to the draft of the Platform can be presented in the corporate/territorial Assemblies, in written form, indicating the substitutive, amending or supplementary nature. If approved by a simple majority of those present, the modification will be submitted to a vote in the national assembly instance
The corporate or territorial Assemblies for contractual renewals will be convened by the territorial structures of FILCTEM CGIL, FEMCA CISL and UILTEC UIL, in order to guarantee the broadest participation of the workers concerned. The minutes of the corporate and/or territorial meetings must certify: the list of delegates who will participate in the National Assembly, the outcome of the votes and the text of any amending or supplementary proposals.
The National Assembly is attended by the National Bodies of FILCTEM, FEMCA, UILTEC and composed for 40% according to agreement between the National Secretariats and for 60% by the representatives elected by the corporate/territorial Assemblies. The delegates of corporate/territorial origin will be divided between FILCTEM FEMCA and UILTEC on the basis of a mix composed for the 50% equal and for the other 50% in proportional terms between the Federations. the Presidency of the National Assembly proposes the composition of the Negotiating Delegation and has it approved by open vote.
The overall number of the negotiating Delegation will be defined by the National Secretariats and will be composed for 40% according to agreement between the National Secretariats and for 60% by representatives elected by the company/territorial Assemblies. The Negotiating Delegation votes on the Hypothesis of Agreement for the renewal of the contract. Subsequently, the Hypothetical Agreement for the renewal of the contract will be submitted to the assessment of the company/territorial Assemblies for its approval, allowing all workers to be able to freely express their opinion.
Today we are at the stage where a draft platform already exists (see: https://www.fedaiisf.it/intesa-unitaria-ipotesi-piattaforma-ccnl-chimici-per-il-rinnovo-2019-2021/) and on 5 July the corporate/territorial Assemblies will be called to approve it. The National Assembly will be held on 11 July in Rome in which the National Secretariats, on the basis of the outcome of the aforementioned votes on 5, will convene the Bodies of FILCTEM CGIL, FEMCA CISL and UILTEC UIL which will ratify the renewal agreement contractual. On the 12th the platform will be presented to the counterparty. The trade unions undertake to manage and conclude unitary contract renewals.
